A QR code is simply text encoded in black and white. That text can be a web address, a message, contact details, or a special string the phone knows how to interpret — such as the credentials of a Wi-Fi network. The code itself doesn't "point" to anything: it carries the information, and the scanning app decides what to do with it (open a link, offer a connection, display the text).
Every QR code embeds redundant data that lets it be read even when partly damaged. Four levels exist: L (~7% tolerance), M (~15%), Q (~25%), H (~30%). The higher the level, the denser the code — but also the more it resists dirt, folds, and above all a logo added in the centre.
